Chapman then confirmed how the fixture list for the 2011 is being organised.
After one set of home and away matches, the remaining five matches are then decided by choices made at the start of the season by each club.
"Each team is picking and choosing after one set of home and away," said Chapman.
"We put in our list of who we want to ride against most, and then each clubs pick gets picked one at a time.
"We face all nine teams once and then another five, based on your picks.
"It is the same as what happens in America, it is alternate picks and goes on who finished last season - so us, then Birmingham and then Belle Vue.
"We are doing it like this because the sport cannot continue with too many meetings. It benefits the team who finished bottom the season before.
"Our picks are already in. The beauty of it is, that if two more teams want to join then that is not a problem and we can stick to 14 meetings if we want.
"That is the right amount in our eyes."
Chapman feels the new fixture list will help see some of the big names that have departed English speedway in recent years, following Nicki Pedersen who has joined Peterborough this year.
"It is possible for the big boys to return, I know it is possible for Jason Crump to return - it is being used by other sports and allows you to expand."
