The City striker, who turns 21 next Friday, said last weekend that while he was happy with everything at the club, he is struggling to settle off the pitch.
But Mancini has no issue with the signing from Inter Milan last summer, saying such feelings are natural for a youngster away from home.
"Mario's the same, he's not changed," he said.
"I think he maybe wanted to say that he was missing his family and his friends.
"I've spoken with him many times and he loves the supporters, he loves his team-mates, and he likes to play in the Barclays Premier League.
"He's young, he's only 21 years old, and he's maybe missing his family.
"When you start to play football, you are a professional player, and this situation can happen if you want to go and play in a different country. It's normal."
